Update release process and zip build to include FirebaseAI

this should fix the zip nightly failure in #14749

LGTM. I checked the Pod ordering in FirebaseManifest and seems reasonable to me (all FirebaseAI deps are above it and FirebaseVertexAI, which depends on FirebaseAI, is at the end). Thanks!
